Project Closeout in Construction:
From Occupancy to Final Completion

There is a point near the end of almost every construction project when the building starts to feel finished. The walls are painted, the flooring is installed, the lights are on, and everyone is talking about move-in day.
From the outside, the project might look 99% complete.
But that final 1% can be one of the most complicated parts of the entire construction process.
Before an owner can fully take over the building, there may still be inspections, testing, commissioning, consultant sign-offs, deficiencies or punch-list work, owner training, Operations and Maintenance Manuals, record drawings, warranties, certificates, occupancy requirements, and contractual closeout documentation to complete.
This is construction project closeout, and it should begin long before the last trade leaves the site.
A well-managed closeout process moves the project from active construction through occupancy, owner turnover, contractual completion, and ultimately final completion. A poorly managed closeout can leave an otherwise successful project stuck in the final stages for months.
As we discussed in How to Avoid Construction Delays Before Occupancy, many of the problems that derail the final weeks of construction can be identified months before the scheduled move-in date.
What Is Project Closeout in Construction?
Project closeout is the process of transitioning a construction project from active construction into occupancy, owner turnover, and completion of the construction contract.
It is easy to think of closeout as the point when the contractor corrects the remaining deficiencies, or punch-list items in the United States, hands over the keys, and everyone goes home. In reality, closeout is a much broader process involving the contractor, consultants, owner, Authorities Having Jurisdiction (AHJs), commissioning providers, testing agencies, suppliers, and other project stakeholders.
The exact requirements vary by project, jurisdiction, building type, construction contract, and the complexity of the building systems.
For the Construction Administrator, the challenge is coordinating these requirements while construction is still being completed. This is one of the many responsibilities that makes Construction Administration such an important part of moving a project from the construction documents to a completed building.
That leads to one of the most important principles of project closeout:
Closeout does not start when construction ends. It starts months before occupancy.
When Should Project Closeout Begin?
There is no universal date when closeout should begin, but waiting until the building appears substantially complete is usually too late.
On many projects, serious closeout planning should begin approximately three to four months before the anticipated occupancy date. Larger or more complicated projects may require an even longer lead time.
At this stage, the project team should begin identifying what will be required for occupancy and turnover. What inspections need to occur? What testing needs to be scheduled? What documentation will the consultants require? What does the AHJ expect to receive? What does the owner need before taking over the building?
The objective is not necessarily to complete everything months in advance. Many closeout requirements cannot be completed until construction reaches a certain stage.
The objective is to identify those requirements early enough to plan, assign, schedule, and track them.
A project closeout checklist can become one of the most valuable tools during this period. Rather than relying on individual emails, consultant lists, meeting notes, and someone’s memory, the project team has a central method of tracking what remains outstanding and who is responsible for moving it forward.
As occupancy gets closer, closeout should gradually become a larger part of regular construction meetings and project coordination.
By the final few weeks, the team should be confirming that previously identified requirements are being completed rather than discovering those requirements for the first time.
Preparing a Construction Project for Occupancy
Occupancy is one of the major milestones in project closeout, but getting there involves much more than completing the visible construction.
Depending on the project and jurisdiction, the consultant team may need to complete final field reviews, review outstanding deficiencies, obtain testing documentation, coordinate professional assurances, and confirm that life-safety systems are operational.
The contractor may also be assembling O&M Manuals, warranty information, record drawings, testing certificates, training documentation, and other turnover information.
At the same time, final inspections need to be coordinated with the local Authority Having Jurisdiction.
The terminology varies across North America. Canadian projects may be working toward an occupancy permit, while U.S. projects commonly refer to a Certificate of Occupancy. Local requirements can vary significantly even between neighbouring jurisdictions, which is why the project team should establish the required process with the AHJ well before the anticipated move-in date.
In British Columbia, projects requiring professional design and field review may also involve Letters of Assurance under the BC Building Code. These establish responsibilities associated with professional design and field review across the applicable registered professional disciplines.
Other Canadian provinces, U.S. states, and individual municipalities will have their own requirements. The important lesson is to understand the process that applies to your project rather than assuming that closeout will work exactly the same way as the last one.
The paperwork is not separate from closeout.
It is part of closeout.
Testing and Commissioning Before Occupancy
One of the most important parts of project closeout is confirming that the building systems actually work.
A piece of equipment being installed does not necessarily mean it has been started, tested, balanced, commissioned, or integrated with the other systems in the building.
Mechanical and electrical commissioning can involve equipment start-up, functional testing, building controls, testing and balancing, emergency power, lighting controls, HVAC systems, and many other components.
For teams looking for a recognized industry framework, ASHRAE Standard 202, The Commissioning Process Requirements for New Buildings and New Systems, establishes commissioning-process requirements for new buildings and systems and addresses responsibilities, documentation, testing, training, and the transition into occupancy and operation.
Life-safety systems require particular attention.
Fire alarm verification needs to be coordinated with completion of the fire alarm system and associated devices. Depending on the building, other systems may also need to respond correctly when the fire alarm is activated.
An alarm signal might need to recall elevators, release electromagnetic door hold-opens, shut down mechanical equipment, activate smoke-control sequences, release access-controlled doors, or initiate other building responses.
This is where integrated systems testing becomes important.
Canadian projects may encounter CAN/ULC-S1001, Standard for Integrated Systems Testing of Fire Protection and Life Safety Systems. The standard establishes a methodology for verifying and documenting that the required interconnections between fire-protection and life-safety systems are installed and operating in conformance with their design criteria.
In the United States, NFPA 4, Standard for Integrated Fire Protection and Life Safety System Testing, addresses integrated testing of interconnected fire-protection and life-safety systems.
The exact requirements depend on the applicable codes, standards, project documents, and jurisdiction, but the practical lesson is universal:
Do not wait until the final days before occupancy to find out whether the building systems actually work together.
If a connected system is incomplete, incorrectly programmed, or unavailable during testing, the team may need to correct the problem and repeat portions of the test. When occupancy is days away, even a relatively small issue can suddenly become critical.
Closeout Documentation Is Part of Construction
One of the most common frustrations near the end of a project is chasing documentation.
The physical building may be nearly finished while the paperwork is several weeks or even months behind.
Operations and Maintenance Manuals, warranties, record drawings, testing certificates, commissioning reports, equipment information, and other closeout documents should therefore be collected progressively throughout construction wherever possible.
Waiting until the end creates unnecessary pressure on everyone involved.
The same principle applies to consultant documentation. Consultants may require reports, contractor declarations, test results, or final field reviews before they can provide their own closeout documents or professional assurances.
These dependencies should be understood before the final occupancy push begins.
This is also why the shop drawing and submittal process matters long after a submittal has been reviewed. Equipment data, approved products, warranties, maintenance requirements, and other information generated during construction often become part of the final record the owner needs to operate the building.
The goal is not documentation for the sake of documentation.
The owner may operate this building for decades. The information provided during project turnover becomes part of the owner’s reference for understanding, maintaining, repairing, and eventually modifying the building.
A stack of incomplete PDFs delivered at the last minute is not successful project turnover.
Owner Training and Project Turnover
Project turnover is not just about transferring a building. It is also about transferring knowledge.
Modern buildings can contain complicated mechanical equipment, building automation, security systems, lighting controls, fire alarm systems, access control, and specialty equipment. Someone needs to understand how those systems operate after the contractor and consultant team leave.
Owner training should therefore be coordinated as part of closeout rather than treated as an afterthought.
The appropriate facilities and maintenance staff should participate, training should occur when the systems are operational, and the necessary documentation should be available to support that training.
This is another reason project closeout is better understood as a transition rather than a single event.
The building is moving from the team that designed and constructed it to the people who will actually operate it.
Occupancy Does Not Mean the Project Is Finished
Receiving an occupancy permit or Certificate of Occupancy can feel like the finish line.
It isn’t.
Regulatory approval for occupancy and completion of the construction contract are related, but they are not necessarily the same thing.
There may still be deficiencies or punch-list items to correct, seasonal work to complete, documentation to submit, training to provide, commissioning issues to resolve, and contractual requirements to satisfy after people have started using the building.
This distinction becomes especially important when discussing terms such as Substantial Completion, Substantial Performance, Ready-for-Takeover, takeover, and final completion.
These terms should not automatically be used interchangeably.
Their meaning depends on the construction contract and, in some cases, the legislation governing the project.
Substantial Completion in the United States
For many U.S. projects using AIA Contract Documents, Substantial Completion is an important contractual milestone.
The AIA G704 Certificate of Substantial Completion is a standard form used to record the date of Substantial Completion of the Work, or a designated portion of it.
As part of that process, the contractor prepares a list of items that remain to be completed or corrected, and the architect verifies and amends that list. The document also addresses responsibilities associated with occupancy and matters such as maintenance, utilities, security, and insurance.
This is one reason Substantial Completion should not simply be treated as another name for receiving a Certificate of Occupancy.
They address different aspects of project completion.
Not every American project uses AIA documents, and requirements can vary by contract and jurisdiction. As always, the agreement governing the project is the starting point.
Substantial Performance and Ready-for-Takeover in Canada
Canadian terminology introduces another layer.
Substantial Performance may have a specific legal meaning under provincial lien legislation and can be connected to statutory holdback requirements.
In British Columbia, for example, the Builders Lien Act establishes the criteria for determining when a contract is substantially performed, along with requirements related to statutory holdback and the holdback period.
Again, this is different from simply receiving permission to occupy the building.
Projects using CCDC 2 – 2020 also need to understand another important milestone: Ready-for-Takeover.
CCDC introduced Ready-for-Takeover as a new project milestone in the 2020 edition of CCDC 2. It separates project handover from Substantial Performance and establishes requirements associated with the transfer of warranty, care, custody, and control of the project from the contractor to the owner.
That distinction is important.
Projects operating under older CCDC contracts may use different terminology and procedures, and many active projects will continue to operate under previous contract editions for years after a newer document is released.
Whether the project uses AIA, CCDC, another standard contract, or a custom owner agreement, the principle is the same:
Go back to the contract.
Do not administer project closeout based solely on how the last project was handled.
Deficiencies, Punch Lists and the Final Push
Deficiencies are an unavoidable part of construction.
In Canada, we commonly talk about a deficiency list. In the United States, punch list is the more familiar term.
Whatever you call it, the problem is not that deficiencies exist. The problem occurs when hundreds of them are discovered or documented for the first time at the very end of the project.
Progressive deficiency reviews throughout construction can make the final closeout period considerably easier.
As areas become substantially complete, the consultant team can begin identifying incomplete, damaged, or non-conforming work. The contractor then has an opportunity to correct those items while the appropriate trades are still mobilized.
By the time the project reaches its final deficiency or punch-list reviews, the list should ideally be getting smaller rather than becoming the first comprehensive review of the building.
This also allows the team to focus on the issues that genuinely affect occupancy, turnover, or contractual completion.
Not every paint touch-up has the same urgency as an incomplete life-safety system.
Good Construction Administration requires understanding that difference.
Moving Toward Final Completion
After occupancy and takeover, the project continues toward contractual closeout.
Remaining deficiencies need to be corrected. Seasonal work may still need to be completed. Outstanding closeout documents need to be delivered. Final changes and payments need to be processed. Warranty dates and responsibilities need to be understood.
The exact process will depend on the construction contract.
There is rarely one single moment when a project changes from “under construction” to “complete.”
Instead, it moves through a series of milestones.
Construction approaches completion. Systems are tested. Deficiencies or punch-list items are identified and corrected. Occupancy is obtained. The owner takes over the building. Contractual requirements continue to be completed. Holdbacks in Canada or retainage in the United States are addressed. Remaining work is finished.
Eventually, the project reaches final completion.
Why Construction Projects Struggle During Closeout
Many closeout problems are predictable.
Documentation was requested too late. Testing was scheduled too late. A consultant did not receive the information required to provide a final sign-off. Owner training was forgotten. An inspection uncovered incomplete work everyone assumed had already been finished.
Individually, these issues may seem small.
Together, they can put tremendous pressure on the project team during the final weeks before occupancy.
This is the same 90% complete trap we discussed in How to Avoid Construction Delays Before Occupancy. A building can look almost finished while hundreds of individual tasks remain behind the scenes.
Successful project closeout is therefore less about reacting quickly at the end and more about planning early.
The Construction Administrator should be asking closeout questions while there is still time to do something about the answers.
What needs to happen before occupancy? Who is responsible? What documentation remains outstanding? What testing needs to be scheduled? What does the owner require? What does the AHJ require? And what does the construction contract say must happen next?
Those questions turn project closeout from a last-minute scramble into a manageable process.
Project Closeout Is a Process, Not an Event
The final stages of a construction project will always be busy.
There will be deficiencies. There will be last-minute adjustments. Testing will uncover issues. Documentation will need to be chased. Something unexpected will happen.
That is construction.
But many closeout emergencies are not really unexpected. They are requirements that were identified too late or followed up too slowly.
Start planning months before occupancy. Understand the regulatory and contractual requirements. Coordinate testing and commissioning. Track the documentation. Prepare the owner for turnover. Review deficiencies progressively and keep the project team focused on what remains outstanding.
The building may look finished long before the project actually is.
Getting through that final stretch is what project closeout is all about.
